Elektrilevi appoints three new members to its Supervisory Board

The sole shareholder of Elektrilevi, Estonia’s largest distribution network operator, appointed three new members to the company’s Supervisory Board as of 1 May. The new members of the Supervisory Board are Kadri Land, Ville Paltsep and Siiri Lahe, the latter of whom was elected Chair of Elektrilevi’s Supervisory Board. Sven Kirsipuu will continue as a member of the Supervisory Board.

Tõnu Grünberg, Tiina Drui and Ivo Jaanisoo will leave Elektrilevi’s current Supervisory Board.

The proposal for changes to the Supervisory Board of Elektrilevi was made by the Appointments Committee for supervisory boards of state-owned companies, which operates under the Ministry of Finance. The Appointments Committee’s proposal was approved by the Management Board of Eesti Energia as the representative of the sole shareholder. The terms of office of the Supervisory Board members are for a period of three years and will expire on 30 April 2028.

According to Andrus Durejko, Chairman of the Management Board of Eesti Energia and representative of Elektrilevi’s sole shareholder, the company’s main task for the coming years will be to eliminate the maintenance debt in the distribution network and to secure the necessary funding.

‘A distribution network that operates seamlessly and reliably is the foundation of an electricity consumer’s sense of security. Elektrilevi faces two complex tasks in this regard: improving the weather resistance of the network and replacing an increasing number of devices that have exceeded their service life. To manage these challenges, Elektrilevi must ensure that the network services system is able to finance both the development and operation of the network in a reasonable way,’ said Durejko.

The newly appointed Chair of the Supervisory Board, Siiri Lahe, emphasised that, alongside modernising the network, attention must also be given to preparing for the electricity network of the future and addressing the challenges arising from the increasing complexity of the energy system. For example, it is necessary to take into account the growth of distributed electricity generation, microgeneration, renewable energy, storage, electric transport and other innovative solutions.

‘Based on the expectations of the owner, Elektrilevi must ensure security of supply for electricity consumers in the most efficient manner for society, while being a reliable partner to all parties,’ said Lahe.

Siiri Lahe is a current member of the Supervisory Board of AS Estonian Cell and previously served as a long-standing member of its Management Board (2012–2024). She was also a member of the Management Board of AS Tallinna Vesi from 2007 to 2012. Lahe has experience in managing an energy-intensive industrial enterprise, strong competence in finance and risk assessment, and a background in leading regulated business areas, vital services, and customer-centric business operations.

Kadri Land is the Deputy Secretary General for Strategy and Innovation at the Ministry of Climate. She previously served on the Management Board of AS Tallink Grupp, where she held the position of Director of Global Operations and Logistics. She was also Chair of the Supervisory Board of Tallink Silja AB (Sweden) and a long-serving CEO. Among other areas, Land is involved in crisis preparedness and has prior expertise in the field of logistics as well as extensive experience in managing an international service company in the tourism sector.

Ville Paltsep is Head of Delivery and Operations at Enefit AS (since 2024). He is the former Head of IT Development at Forus Security AS, former Technical Manager at Forus Haldus OÜ, and previously held a long-term mid-level management position in the technical field at Ericsson Eesti AS. Paltsep has extensive and varied experience in the technology sector.

Sven Kirsipuu is the Deputy Secretary General for Fiscal Policy at the Ministry of Finance and a former Head of the Fiscal Policy Department. Kirsipuu has in-depth knowledge of fiscal policy and extensive experience in public sector leadership within the field of finance. Sven Kirsipuu is also a member of the supervisory boards of AS Eesti Loto and Lennuliiklusteeninduse AS.

Elektrilevi is Estonia’s largest distribution network operator, managing approximately 95% of Estonia’s electricity network, including 61,000 kilometres of power lines and 24,000 substations. Elektrilevi provides network services to nearly 533,000 customers. As a subsidiary of Eesti Energia, Elektrilevi is 100% owned by the Estonian state.
